Cant seem to get it to work, had a friend look at it, seems to be encrypted or something?

My portal menus and shoutbox are gone, cannot figure out how to turn them back on.

I had to turn off the anti-spam MOD, it was banning my normal users.
 
Is it possible to set something up to ban people if their text is russian cyrillic etc... which is 95% of the spammers that somehow find my forum.

trying to change the default message, tired 2 diff computers on 2 diff ISP.
