Read this http://www.freeforum.ca/forums/phpnuke-greatnuke-com-manuals-guides/27346-how-use-blocks-administration-menu.html to learn how to use block basically. The create html block with your own title, in texteditor, click on HTML icon at right bottom, enter the code like that:
