Hiding shoutbox

hello i was wondering how i can hide the shoutbox from unregistered users?

If you go into: Admin Panel > Stargate Portal > Manage Blocks

Then look for the ShoutBox Block and click the edit (green star)

Then look for "View By" option (four Up from bottom)

Change from "ALL" to "REG" (switch from all viewers to Registered)

well i did that but still showing for unregistered people...
