okay firstly i know how to make pages in nuke, although this question i am asking is how to make a video page with an upload button? or a video upload page itself?

There is no way to do that. You can upload your video to youtube, then embed to your content page. To make pages in PHP-Nuke, go to AdminCP > Content.
