Common word threshold: in Administrator Control Panel

I can't change the Common word threshold settings.
Or anything in the search settings in the general tab.

Currently, we do not allow users to change the search settings. what settings you would like to change? I will help you change them.

Common words are ignored in search queries. Set to zero to disable.
I want to set the percentage to 1%.
 
We have a lot of tv / movie notes so a lot of common words.....
 
I was able to change this when you changed to phb3.
I guess you changed it back..

Okay, I just changed it.

Actually can you set the value to 0?
I want it disabled, some of the words like "touch" can't
be found I get this message:
 
The following words in your search query were ignored because they are too common words: touch.

You must specify at least one word to search for. Each word must consist of at least 3 characters and must not contain more than 14 characters excluding wildcards
