the points thing is a reputation module that can auto ban people if their in - points or just remove permissions from that user including rights to post in forums and so on but can also reward members with access to places and so on lol its pretty good but i think the one your on about isnt supported by nuke 7.0

So sorry, we don't customize Administration Menu for you. This is a rule.
About Block: Administration, you should do like this:
choose Blocks > find "Administration" block > press Edit button.
Change anything that you need. Finally, click "Save Block".
