help needed

Thanx for all your help on this mater but i still cant make forums for my site as this message still appears after i try to sumit one to my site...
 
 Access to the Administration Control Panel is not allowed as you do not have administrative permissions
 
i have tried tried to make cats and even forum but get the same.i am doing what i know what to do as i have used this style a few time in the past..please help.....hibee

thanx for all your help the site is working now........the only problem i have thi dosent let you make cats just forums..is there any way or other forums that i can use as i prefer cats with forums like what you have here...
