Giving Admins more access to the Admin CP

I'm not sure if I'm missing a trick here, but is it possible to give another Admin access to most of the Admin CP without making them founder members?  I have tried to give another Admin control but without making him a founder member which would mean he could remove me ( I trust him but you never know) all he can see is Admin news and Manage pages.  I want him to be able to change things when I am away.
If I make him a founder member he gets all the access he wants.

Also is there any way to change the message on the Portal page in the Welcome to my Board! box?

You are quite right to be wary of making someone founder, recently a forum admin was demoted from his own forum by a member he had trusted, luckily I  was also an admin with founder status and sorted it.
The answer is yes but if you have more than one standard admin it will apply to all.
ACP > permissions > permission roles >admin roles > select Standard Admin
from here you can change the roles of the admin with out giving founder status

To change the welcome message
ACP > Stargate portal > modules >edit welcome message
you will be able to change things here like the name and message but remember you will need to use html in the block.
