one member not able to access site - 403 error

hello. i'm a fairly new admin at Board Message One of our members has been getting the same error message for a few months. He can't even access the login screen. The error message he receives is:

Forbidden

You don't have permission to access / on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.
Apache/2.2.6 (Unix) mod_ssl/2.2.6 OpenSSL/0.9.7a mod_bwlimited/1.4 mod_auth_passthrough/2.1 PHP/5.2.4 Server at mgroove.forumlivre.com Port 80"

I'm having the same problems again. this time it's 3 different members - all of whom live in europe. somehow their IPs are being blocked by the server. I've PM'd one of the admins here on the support forum a couple times now over the last couple weeks and have heard nothing back

I've removed some IP addresses that you've send to me. If your members still have this problem please send their IPs to me.
