Problem with attachment settings

I am having trouble with Attachment Settings.

I wanted to change maximum file size to 0 but it won't change. I tried to reset but still nothing happens. I don't know if I am having the same problem with the whole Administration Control Panel.

Well the attachment's file size must be limited because we are not a files hosting site mate. If we don't limit it, we don't have enough harddisk space for other members.
