You please try solution below:

1. Log into ACP.
2. Go to tab 'FORUMS'.
3. Go to 'Forum permissions' (under 'FORUM BASED PERMISSIONS').
4. In "Add groups" section, select all group and click button "Add permissions".
5. Then select a role for every group for every forum and click button "Apply all permissions".
