Best Thing i can think of right now is to remove how you have admin accepting new members no-one wants to wait for anything these days. espally for a website thay have come accross.

it can not be overnight you have to make interesting forum and to advertising on social networks
you know how members migrate from forum to forum Search News I can not boast that I have a lot of visits for it took years must keep and make a forum that will attract a certain group rule there If you have a good offer and members will be for me I made my forum that is for everyone
