Adding groups

I need to know how to add a group like mods and global mods

From ACP click on 'Users and Groups' tab then select 'Manage Groups' from the left navigation menu. You will see the option for adding a new user group there.

Not seeing it. Also i need to know how to change the member ranking....from newbie to admin.

Go to Modules Administration > Forums > User Admin > Permission > change User Level from "User" to "Administrator".
