How can Users send e-mail via board

Hello,

I have installed and using phpBB forum for my site.
The version using is 3.0.5

Now I would like my registered users can send email
through my forum. Is there way that users can send
email to other non-registered users.

I see there option, under Email settings through ACP,
"Users send e-mail via board:" option, i enabled that too.so that when I logged in thru User Control Panel,
I can see sending email under 'profile' category. But
as a user am allowed to send email only to registered users.
My query is there a way or need to configure some where so that regsitered users can send email to other non registered users through the Forum.

Please anyone guide me.
