Can i 'Stick' latest topic?

I would like to stick the hot topic at my 'latest topic panel' , can i do this?

Hi mate,

Please check the group can add Sticky at Forum Permissions (/modules/Forums/admin/admin_forumauth.php) in Advanced Mode.

You can create new topic, post it as a sticky.
I don't understand what you mean clearly.

If that topic is not a sticky. You can modify the first post in that topic into sticky.
It's impossible to edit the last post of that topic into a sticky.
