I have, I also banned usernames and email. But they just use a proxy

yeah I know, but there are soooo many proxy servers out there, so I will have a lot of banning. But I fixed some of it. I made it so guests can't use the chatbox

I am sorry for asking for more help but this one is really annoying me. I want to add a little message for guests, so when they look at the forum they can see the topics, but also a box that says something like

Welcome to gamerslounge, we hope you take the time to register. Members get great benefits and much better access, and it is free

well something like that. Can someone help me on how to do this
